Architect’s blueprint for first phase in univeristy expansion plans revealed

THIS is the architects' vision for phase one of the University of York's massive campus expansion plan.

The scheme was given the go-ahead in principle at last year's public inquiry, where Heslington villagers and local farmers tried to block the 117-acre expansion.

Now definitive plans for the new £500 million Heslington East campus are being worked on. And according to university spokesman David Garner, the first batch is likely to go before city planners early next year.

He said the detailed planning briefs would expand on the outline planning approval given at the inquiry.

Mr Garner said the expansion scheme was split into several phases. "The first of these is phase one including - among other things - a 600-bed college for students and academic buildings as well," he said.

"The various applications will be considered against the principles set down in the outline planning application.

"There is a complex list of conditions on the outline planning, and the detailed briefs will have to comply with the requirements of all those particular conditions where necessary."

If work - due to start as early as April - goes to schedule, students could be using some of the new state-of-the-art facilities before September 2010.

The entire project is likely to take ten years to complete. The development will see the university almost double in size, covering nearly 400 acres. And by 2020 it is hoped there will be about 16,500 students studying at York.

Mr Garner said a lake would be created as part of the new campus, echoing the original university site. "The idea is to mirror the existing campus - to create a campus with a similar atmosphere," he said.

As reported in The Press previously, the multi-million pound project should lead to more than 8,000 new jobs for York.

There will be 4,000 jobs created on the campus - 2,000 at the university itself and the same again in Science City York posts.

Another 4,000 have been promised in support activities and business in the city. Many of the new jobs will be outside teaching or research roles, with opportunities for secretaries, porters, kitchen staff and postal workers.

The university claims the expansion will bring York an economic boost of about £185 million a year.

But the development has not been universally welcomed. Richard Frost, the former chairman of Heslington Parish Council, led the fight against the new campus at the public inquiry.

He said local residents were not against the expansion in principle, but thought it could be done better.

"Other universities, like Oxford and Cambridge, have smaller colleges spread throughout the city, and we thought that should have been looked at," he said.

"We were never against the expansion per se. The university is a strong economic force in York, but this is just messing up the countryside to build."

He said he was also concerned about the influx of thousands of more students into the area and the environmental impact of the project.


What phase one' development will involve

PHASE one of the university's ambitious expansion plan contains five blocks:* The Hub: This will house a creative teaching centre, lecture theatres, research centres, and areas for business activities and knowledge transfer* Computer science and electronics department: The new base for academics and administrators in the department* Computer science and electronics teaching building: This will contain labs for teaching within computer science and electronics* Theatre, film and television department: One of the university's newest faculties, with courses only starting this September.

The building will house departmental offices, theatres and screening rooms

* 600-bed college: New accommodation for students.

I think it looks really nice. This is exactly the right sort of development needed in York.

It will create employment and increase York's profile as a city of high standards of education.

Developments like Derwenthorpe, on the other hand, will create nothing but tomorrows sink estates.

My concerns are that the volume of traffic in the area will increase due to both this development and the Germany Beck development and also the fact that the land they are going to build on is currently farm land. Geographically it is ideal for the University expansion but building on fields is not good for the environment.

Please please please build a multi-storey car park or just hardcore a field for about 3000+ cars so the roads near by in badger hill aren't used. This may also help the highly congested science park.

I agree with the previous poster: I think it'll look very nice. You cannot question the jobs and investment it'll bring in.

But, the campus has to be done properly. I notice that the student venue, swimming pool and other community facilities are not in the first phase and are likely to be towards the end of the development. It is crutial that these must be built and not in 20 years time.

I'd agree with the multi-story car park idea. There is unlikely to be an access way on the road between the university and Badger Hill, hopefully too much street parking can be avoided.

This was always going to be a contentious one.

On the one hand, we have jobs, education, better prospects for the future.

On the other hand we have, increase numbers of people, increase noise to surrounding housing estates, more traffic.

We should, in a rare copy from the USA have entire cities that are centred on Universities. Like Virginia Tech, it's got it's own airport for gods sake!

And if you don’t like students, don’t move there.

Err no they moved here, hence why they are students. bit of a pedantic point I know but im sick of people trying to sell the whole 'students bring money into the local economy' sh1te. They don't. For the most part the York Uni students stay up on campus, rarely venture out into the town and when they do it's on some godforsaken crusade to wake me and 95% of the population up at 3am (actually it's mainly St John's roud my way in that respect)

As well all the housing around the Uni could be made available to local young people struggling to get on the housing market for a start because York is such a wonderful palce to be and educate your children! If you dont believe me check out investyork.com there actually advertising the modern day rape and piliage of our city online now. Make's me really really mad!

I think you missunderstood my comment.

If we had a city devoted to students such as Virginia Tech in the USA, then if you didn't like students then you wouldn't move there.

Perhaps I should have not made my last sentence of my previous comment a new paragraph.

sorry, it's an issue of extreme annoyance for me as I regularly get woken up by studes on there merry way home from the pub! I tend to get a bit blinkered about it. But I think genuinely all the houses up round the uni that are rentals for students would be better suited to young residents rather than interlopers.

Every time the Uni thing rears it's head we get the 'job creation' argument - we always get to gardeners, cooks and secretaries will be for the locals - all the well-paid jobs will go to the 'old boy' network!

It would have been useful if someone had put some sort of location info on the image! The image shown could be in the middle of Hob Moor! Where is that river/lake coming from??
