City school leaflet man’s hostel fear

A MAN who handed out leaflets warning parents picking up their children from a York school that a paedophile was being housed at a nearby bail hostel has defended his action.

The concerned resident said he took the action after the man who attacked his niece was housed at the nearby Southview Hostel, in Boroughbridge Road, only a few hundred yards from Poppleton Road Primary School.

He claims his niece's attacker, Dale Bond, was being housed at the hostel and was appalled he had been placed so near to a school.

Bond had previously been given a three-year supervision order at York Crown Court on April 23 after pleading guilty to two counts of sexually abusing a young girl.

The Probation Service said it could not comment on individual cases, but The Press understands that Bond has since left the hostel.

As reported yesterday in The Press, Poppleton Road head teacher Sue Eland took the step of sending letters out to parents of pupils at the school reassuring them their children were safe.

The man, who cannot be named to protect the identity of Bond's victim, has now come forward and spoken to The Press about why he did what he did.

He said: "It was not an attack on the school, I was basically just wanting parents to know who was walking the footpaths.

"It's light nights and kids are walking about on the streets and I just wanted to let parents know who is about and it might make parents think twice before letting their children have extra freedom.

"It's outrageous that this man could be placed just a few hundred yards from the door of her family where she could be visiting."

The man reiterated Mrs Eland's statement that the school was a safe and secure environment for its pupils.

But Mike Ryan, assistant chief officer for the North Yorkshire probation area, said the welfare of victims was uppermost when decisions were made regarding the placement of criminals.

Mr Ryan said: "The concerns of victims of crime are at the centre of all decisions regarding the management of serious offenders. In instances like this, every effort is made to provide placements that reduce the chances of offenders coming into contact with victims during the course of Probation Service supervision.

"Occasionally, however, we are required to accommodate offenders on a short-term emergency basis for various reasons.

"This is only until an alternative safe option is found and the offender moved on as quickly and as safely as possible."

Parents have a right to know. If a child was hurt by this perv then everybodys would be going mad demanding to know why they were not told. The leaflet man cannot stand back and allow a possible attack to happen. WHY are these hostels so close to schools????WHY???? who allowed it.

Totally agree with the guys actions, its a pity a member of the public had to act, why didnt the police warn the headteacher or parents? arent they supposed to protect people and avoid putting citizens in danger? oh, my mistake, its the criminals who deserve protection, the sweet little darlings.

I think this man acted out of basic human instinct to protect its own,ie. his niece.
It is only when we are are directly affected by crime that we are really in an informed decision making position.
Given that,the same crime can affect different people in different ways and their actions will vary accordingly.
Some may be more forgiving than others,this is what sets civilised countries from not so civilised countries.
Saying that,when it comes to certain types of offenders the risk to the population as a whole should be paramount over any individuals basic instincts and dealt with accordingly.
Releasing those individuals who pose even the slightest risk to children or vulnerable members of the population should itself be listed a crime against humanity and if such ex cons re-offend they should automatically be locked away permanently and the judiciary should be held accountable to those affected.
If someone has a sexual mental incapacity which manifests itself in the form of a an inability to control their sexual urges towards children and vulnerable people they must be removed from society.
They are the ones that must be locked indoors ,not the kids.
Its about time broken Britain got a grip on the scumbags of society and held them accountable and stop using the taxpayer to fund the lavish 5 star lifestyles of the convicted offenders.
Bring back hard labour,and the chain gangs.Make them sweat.
The authorities in York should hang their heads in shame at their hypocricy.
Vote for me and lets make York a Bail hostel free zone.NOT IN MY BACK YARD>>>>>>

no one can say we as the public cant take the law in to our own hands when it comes to scum like this carrying out sexual attacks the hostel staff and any other people involed with the sex offenders are not gonna tell the public if their at risk....after all its the sex offenders they seem to proctect and not the public! and as for sayin theres proberly perverts on every street..maybe so but we all know theres plenty of them in this hostel yet they seem to think its ok to put a bunch of registerd sex offenders a few 100 yards away from a school full of under 11 year olds which many have to walk past the hostel everyday to get to and from school.
every1 in that hostel IS a sex offender i just have no way of proving that am right...apart from what i worte on yesterdays story.
The man handing out them leaflets did the right thing..if we as the public dont proctect each other from the scum living there no one else will!

They pass various papers round a few dimwits with no roots in todays real world and come up with cop out sentences based on the EU dictates is appropriate under the dreadful HUMAN RIGHTS ACT.

The purchase of Southview was approved on 26th July 1993 by the North Yorkshire Probabtion Committee sitting in the main Committee Room at Northallerton. They basically approved a report written by the Chief Probabtion Officr, Mr Roger Clark. Within 3 days of the approval, they had purchased Southview. They moved quickly because they knew that there was a Treasury block coming in that effectively meant that the York Bail Hostel was the last of the current tranche.

To be fair to the people above, they were only purchasing the site as a bail hostel. It's since then that changes in planning legislation, and the need to free up prison space has led to this position. I'm certain that the people in the Probation Services that "guaranteed" to us that only bailee's would inhabit Southview were saying this in Good faith. It's the sequence of events since then, and the demands from their paymasters at the Home Office, has meant that they have reneged on their promises to local people.

I'm going to seek a meeting with Hugh Bayley. Like I did in 1993.

Cal - throughout the 15 year episode of this place, the Probation Services have acted disgustingly. I can add more....much more. So don't expect the general public to act so-called "reasonably" in the face of such tactics by the authorities. If somebody in there does do what we most fear then I suspect that all the Police in York won't be able to stop the place been destroyed. That's the depth of local feeling as to this site and the legacy of it's management.

The probation services and hostel staff will not tel the public of any sex offender in the area..they proctect these scum bags over the publics saftey.
am sure if your child had been attacked or had a run in with 1 of these men you would'nt be so laid back about it.
I had a run in with 1 of these men unaware of is disgusting past till it was to late and seeing as he lived ing the bail hostel he out of all people would know what type of people are living there---all of them are out on licence after serving time or should i say half the time for sex attacks making them be on the sex offenders register and allowed to wonder our streets where there are children as young as 4 playing or walking to and from school.

The funny thing is...the press knew about what happened to me with this sex offender and if they got their way it would of been plasterd all over the front page but they wanted to put my picture and name in so my mother went against it.
my parents got in touch with hugh baily about the hostel and never heard a thing back of him!
The person i got involed with had mates that had all done the same thing most on girls and some boys as young as 9 years old..these men got involed with some close friends of mine..we all had a lucky escape from these disgusting men the next person may not!

how can this dale bond be placed in a bail hostel where the crime was commited..if a man or a woman (not bein sexist) carrys out a sexual attack they are not allowed to be realeasd back in the same place it happend i.e york.thats y the people i knew of in there was not from york they was eaither from newcastle,manchester and even as far out as liverpool.
if the victims dont have to go through enough they have to live knowing the scum who have taken away a huge part of them are living right back where they was before-and the law on thier side as the law proctects them over the public---got their feet firmly under the table there!

I'm just not into vigilante direct actions like this... no matter the cause. I can see how this is very similar to the foie gras leafletting outside the blue bicycle, which so many posters were against.

Different issue, different "type" of person doing the leaflets perhaps, but it's the same bad principle at the centre of this for mine.

Tell you what I WOULDNT do. I wouldnt start a campagn on my own which would do nothing cos I bet my bottom dollar that this freak can now go to his probation staff and get his identity hidden maybe moved elsewhere where he can continue "off the radar" and travel anyway. you people think that makes our kids safer?? You think because you now know hes there our kids are safer?? You going to escort them everywhere from now on? Didnt you before? Now you know hes there are you all suddenly going to give a sh!!t.? even though people like him may walk past your door every day.
I am sure this monster DID abuse the kid which is why it is so important that the authorities know where he is. Its well known that details are witheld normally because of the number of errors and illegal revenge attacks that have happened in the past. Mr leaflet is just doing the same. the authorities already know he's there cal..they have a say in where hes released to.
seems like everyones moving the situation on to just the person who did the leaflets.......its the fact that the bail hostels near a school and theres people the in their can wonder around our streets of york free to reoffened!

But now because he distributed leaflets the offender has been moved. He could be anywhere. I don't think that's a good thing.

I cant see anyone here defending the pedos that take away peoples lives or even defending the system that puts them back into the heart of a community. We all know its a mess. What i AM saying is that bearing in mind we ARE living with that system then doing the leaflet thing is really "counterproductive". All it means is that this guy will probably win the right to go anonymous and move elsewhere incognito. Leaflets wont stop him traveling wont stop him offending if he wants to and wont make anyones kids any safer at all. Im more interested in the people we DONT know about so knowledge that theres a convicted one living nearby shouldnt change how you do anything,. Be there to watch out for your kids whether its someone you know about or someone you havent.

If "human rights" dictate these scum really have to be realeased back into society, then they should be given a choice, either castration, chemically of course to protect their "human rights" ( although rusty hacksaw would be more suitable) or the words PEDO tattooed boldly across the forehead. Afterall most are put on the Sex offenders register for life, so obviously those in high places know they will be a threat for as long as they live, so why shouldn't everyone else?...ooops forgot, a large percentage of these Scum are from, or in high places!!!

Yes, get an illiterate tattooist to do the job, that'll teach them. What about having 'CHILD RAPPIST' emblazoned on their clothing too? OR, at a push, 'MALESTOR'. That'll stop them right in their tracks.

We live in a country where most prisoners are released sooner or later and have to join in the rest of us walking the streets. It is better that we know where they are and have some control over them than nothing. This country has a unit dedicated to covert monitoring sex offenders that can send people back to prison even if they don't commit another offence. Bad people are on the streets of York - sexual or otherwise - let us do more to keep our children safe. Knowing where they are and what they are doing - for a start.

Peodophiles are never fixed. They are medically sick. They remain a threat to children all their lives, unless they are castrated. I heard this from a lady who ran a unit to re-introduce them to society. It was obvious that she had misgivings about her work.

For some 1 to be capable of attacking or grooming some1 or any other thing related to this has to have something mentaly wrong with them how can some 1 take away such a huge part of some1s life and just be forgiven for it!!
I for 1 will neverforgive the scum that did what he did to me and i know of cases much worse than mine.
They shouldnt get the chance to be forgiven and to forget..the victims dont forgive and forget why should they attackers?!?!?
