Cigs and radio ban on police

THEY say they are already bogged down in red tape – but now police officers in York and North Yorkshire can’t even listen to the radio or pop out for a cigarette.

Officers have also been told they are not allowed to listen to “background music” while they are at work.

And the force has introduced new rules which forbid police officers from smoking anywhere on police property – even outside.

Chief finance officer Joanna Carter has circulated a memo to all staff urging them not to have a TV or radio on as “background music” while they are at work.

The Performing Right Society (PRS) is cracking down on businesses which it believes breach the little-known Copyright, Designs and Patents Act of 1988.

Under the legislation, companies must have a PRS Music Licence to play any music in public – at a cost of £15,000.

The memo states: “To ensure compliance with the legislation and keep costs to a minimum, colleagues are asked not to use radios, TVs or CD/DVD players to provide ‘background music’ in the workplace.

“Where music is required for business purposes, it can continue to be used.

“However, if you can assist by restricting other use to designated meal rooms, rest rooms and the like, and not bring in such equipment from home, for use at work, then we can reduce the cost for the coming twelve months.”

Police sources say it means officers working into the small hours to complete their paper work will no longer be able to have a TV or radio on.

The Press told earlier this week how North Yorkshire businessman Graham Walker, from Newton-upon-Derwent, who runs a company which produces rubbish containers, was astonished when the society demanded he fork out for a licence – despite the fact he only welcomes a handful of clients into his home every year.

He said: “It’s like Big Brother is watching you and you need a licence to put a radio on in the background. It seems like another stealth tax.”

Meanwhile, the new rules mean officers at York’s Fulford Road police station now have to walk out of the gates and into a public place if they want to smoke. Their outdoor smoking shelter has now gone – but, in a double whammy, they aren’t allowed to smoke in a public place while wearing uniform.

A North Yorkshire Police woman confirmed that the new rules had been put in place at police stations across the county.

But she said: “Officers are not permitted to smoke on the public highway in uniform, but are allowed to put a coat on to cover their uniform up and then leave the premises to smoke.

“They are only allowed to smoke during their breaks.”

Mal Taylor, secretary of North Yorkshire Police Federation, said: “We would rather officers were able to smoke in private, rather than in full view of members of the public.

“The sight of officers smoking, in half uniform, in a public place, is not something we want to promote. We would rather it was done in a designated smoking area.

A spokesman for FOREST, the organisation which campaigns for people’s freedom to smoke, branded the rules “ludicrous.”

He said: “It seems like a complete overreaction and it could actually stop officers from responding quickly to an incident if they are outside and then have to get changed.

“Politicians really need to think twice before they implement this sort of thing.”

Bet the prisoners in the cells can smoke, just as they can in prison, and smoking is allowed in the Houses of Parliament.

What about a ban on take away foods so some officers can slim down a bit and chase and catch the criminals instead of running a few yards and then giving up and letting them get away because they are fully stodged up !!!

Good. They just need to ban them from parking illegally in the pick up point in tesco while they go in and get their biscuits then we have cracked it!

I've been told I need a licence to play the radio in the work van if I've got a passenger. Seems like a scam to me, perhaps Trading Standards should investigate after all radio is public broadcasting and they pay the 'rights' fee, so they're asking for payment twice - so it may also be fraud! Next they'll be wanting a fee from you if you hum, whistle or sing your favourite tune. Do churches have to pay every time a hymn is sung, Dr Sentamu will have something to say if they do.

It seems that the rank and file are paying for the £28,000 shower the previous Chief Constable had installed it just shows how the rank and file take the stick form everyone no wounder the Police officers are so feed up and don't want to know

Is that why there is always a big gang of fellas hanging round Ordnance Lane..is it the designated smoking area? Also WHY have we now got to put in a security name like "also-desk"and "oven-tool"..who makes then up, maybe cops for something to do while they are hanging round Chav Lane smoking.

I suppose the radio music edict also applies to Dentists and Hairdressers. The ones I attend both have the radio on as background and should therefore have a PRS Licence. If this costs £15K I doubt if they are legal!

When I started work, smokers ruled - I sometimes had to leave the office to breathe freely and stop my eyes stinging. So I welcomed no smoking in workplaces. What on earth is wrong with discreet outdoor smoking shelters? And that goes for hospitals too, "not in the grounds" (which are often extensive) is overkill.

It seems social and political pendulums always swing too far. For instance terrorism and paedophilia have led to similar over-reactions (except dog poo, of course - picking up really should be enforced at pain of public flogging!).

The smoking ban is already a medical fraud and has gone far enough but for the politicisation of the NHS and police to take this fraud so much further just shows we've gone way past nannyism into the bully Big Bro State.

Trivia and petty rules are more important than respect for life and privacy and even peoples own habits and enjoyment.

This legislation is a lame duck with Labour gistapo marching boots on trampling over peoples democratic rights. It's not enough to commit a health fraud, it has to be taken to extremes of social invisiveness - you can't (be seen to) smoke in a police uniform. How Nazi control State is that?

You have to live and work according to the grey extremists own dictate or you're out. This isn't the country we want that invades and terrorises our working and private lives.

And that's demonstrated at the last by-election where Labour lost their deposit, came 5th and joined the ranks of the extreme minority looney parties. Precisely how they've governed and where they belong. Labour bullies RIP.
